Why now

The connectivity gap has a price tag.

Every council already owns the answer: WiFi in libraries, leisure centres, civic buildings, and high streets. The question is whether it works for residents, or just connects them.

£8.62 vs £0.15
Cost of a face-to-face council transaction vs a digital one
(SOCITM). Every resident helped online is money back into council services.
£500+ a year
Lost by a digitally excluded household
In higher bills, missed savings, and harder access to work and benefits.
£134M–£421M
Estimated annual savings available
To UK local government from digitising resident interactions.
Councils already own the infrastructure.

Purple is hardware-agnostic. It layers onto the access points councils have today, so nothing gets ripped out.

What the platform does

One login. Five jobs.

A single, branded sign-in turns every visit into connection, insight, and engagement, across every council venue.

01
Connect

Free, secure, branded WiFi. One sign-up works citywide, libraries to high streets.

02
Capture

Consented, first-party data flows straight into the council's CRM. GDPR-compliant by design.

03
Engage

Promote services, events, and consultations at the moment residents connect.

04
Understand

Real-time footfall, dwell, and sentiment replace expensive one-off surveys.

05
Sustain

Sponsorship, advertising, and premium tiers help the service fund itself.

The experience

Connected in under a minute.

One sign-up roams citywide, for residents and visitors alike.

One question splits the journey: services for locals, discovery for visitors.

Feedback & personalisation

Turn footfall into feedback.

Micro-surveys meet residents in a receptive moment: two questions, thirty seconds, thousands of voices.

Up to 10,000 responses a month
Consultation reach no town-hall meeting can match, from people actually using the council's places.
Segment locals vs visitors
Ask different questions of different audiences, and compare what they say.
Trigger actions from answers
A poor rating can alert a venue manager. Interest in an event can send the details.
Evidence for funding decisions
Resident sentiment, quantified and trended, ready for committee papers.
Newcastle used this for its Big Conversation, citywide engagement through the WiFi journey.

The right message, right moment

Returning visitors get personalised events, offers, and inclusion support, tailored to who they are.

Four pillars for local government

Every venue tells a different story.

Digital inclusion & equity

Spot residents relying on public WiFi through device tiering and primary-internet indicators. Understand language and accessibility needs. Target support where it counts.

Economic growth & vitality

Measure event halo effects, new vs repeat visitors, and retail conversion. Give BIDs and business cases the evidence they need.

Placemaking & urban planning

Dwell-time maps, movement patterns, and time-of-day heatmaps show how people really use a town centre, before councils invest.

Civic engagement & branded journeys

Micro-surveys capture sentiment at scale. Branded journeys promote consultations, services, and events to a receptive audience.

Impact deep dive

Digital inclusion councils can act on.

Free WiFi is the start, not the goal. Purple shows a council who depends on it, so support lands where it's needed.

See who relies on public WiFi
Device tiering and primary-internet indicators reveal residents with no connectivity at home, anonymised and aggregated.
Understand barriers
Language preferences and accessibility signals shape how services should be designed and communicated.
Signpost support at sign-in
Promote digital skills drop-ins, warm spaces, benefits checks, and library services to exactly the people who need them.
Evidence the impact
Track engagement over time and report inclusion outcomes to members, funders, and government.
3.1M
households have no internet access at home (11%)
7.9M
adults lack basic digital skills
1.9M
households struggle to afford their mobile contract
1.6M

Impact deep dive

Economic growth, measured.

Turn footfall into evidence and the high street into a connected place people return to.

Prove what events deliver
Halo-effect tracking shows the uplift in visits, dwell, and new faces for every market, festival, and campaign.
Grow repeat visits
New vs repeat measurement plus targeted offers bring first-time visitors back, and keep locals loyal.
Back local businesses
Give SMEs free WiFi presence, promotion in the connection journey, and footfall data they could never buy alone.
Win funding with data
Robust visitor evidence strengthens levelling-up bids, BID renewals, and town-centre investment cases.

Sustain

WiFi that pays its way.

Public WiFi doesn't have to be a cost line. The connection journey is valuable digital space, used thoughtfully, the service can sustain itself.

Local sponsorship

Let independents and partners sponsor splash pages, like a coffee shop offer on the connection journey.

Advertising space

Banner or takeover placements on the journey, always under the council's editorial control.

Premium tiers

Optional paid WiFi for visitors wanting more bandwidth. Free access stays free.

WiFi coupons

Surface offers for high-street retailers and track redemptions to prove footfall value.

Sponsorship keeps it free: revenue from the journey can offset licence and running costs, while free access stays free.

Newcastle City Council: A City-Wide WiFi Network

Newcastle became the first council and first city in the world to deploy a unified public WiFi network of this kind. Powered by the Purple ConneX app, users connect once and roam freely across hundreds of hotspots spanning council offices, libraries, gyms, commercial buildings, and public spaces. Purple also provided £120,000 of free WiFi hardware and licences to 1,000 local SMEs to accelerate adoption.

Getting started

Live in weeks.

No civil works, no hardware swap-outs. Purple layers onto the existing network and goes live venue by venue.

1
Weeks 1-2
Discovery & planning

Venues, access points, use cases, and success measures agreed with the council's teams.

2
Weeks 3-4
Configure & brand

Portal designed in the council's identity. Journeys, consent text, and integrations set up in a sandbox.

3
Weeks 5-6
Phased rollout

Pilot sites go live first. We tune performance and journeys before the citywide switch-on.

4
Week 7+
Live & optimising

Dedicated customer success: quarterly reviews, benchmarks, and a shared success plan.

Hardware-agnostic: works with Cisco, Meraki, Aruba, Ruckus, UniFi, and 50+ other vendors, including mixed estates.
Let's make it possible

Three simple steps from here.

No procurement required for the first two.

1
Art-of-the-possible workshop
45 minutes with the council's digital, economy, and community teams to map use cases to their priorities.
2
Free sandbox pilot
We configure a branded journey on selected sites so they can see it working with real visitors.
3
Success plan & rollout
